Do not feel bad that no one stepped up on this one. This particular car would be very time consuming and a lot of hours to replicate. There is not a good donor starting point for this car. You may want to get a hold of John Edwards of 500 Legends. It would not be cheap. Your looking at may bee the $500 to $600 range if it can be done correctly. This is Johns website link. He does fantastic work. www.500legends.com/I doubt anyone capable of doing such an extreme makeover would give it away for $500-$600. IMO, something that demanding should fetch at least $3000.

I would agree with Michael. Something that extreme would be a lot and if person did do a 1/18 scratch build of an 87 Winner then it would be worth making a mold IMO and casting some in resin...to make the project even more worthwhile. That project easily could be a 3 month deal.
