Jordan and I were talking the other night about an Indy Lights resin kit too. The thing has 12 years on it, so there has to be SOME interest in building 1 or two of the memorable paint schemes.
I have Dallara sourced blueprints, and my 3D models that can be used to build masters. He isn't sure how it would sell, either but I'd love to have the ability to have the Indy Lights cars I've designed built up.
I'd be down for doing decals for maybe 5 or 6 popular cars decals to offer up with the kit.

Making this a new thread in the Misc section As to not hi-jack the Conway/DW12 roadie discussion. I'm not sure a Dallara Indy Lights would sell well enough in resin to justify the casting costs - in either 1/18 or 1/25. Just for the record, my favorite Indy Lights are the 90s ones Calvin, this one's for you LOL Jordan

Maybe some one off 1/28 scale F1 car model would work for a starting point for your guy's 1/25 Indy light kit?

I still have plans to convert the Hasegawa F3000 cars to Indy Lights status. Heck, I even have a V6 Buick to set in the back. Team Kool Green. Maybe a transkit with a F3000 kit might be cost effective for your project. It's nice to see some interest in this class.
