I don't think there were any. It seems that the 98 Winner I built was a 98 or 99 winner kit, and came with decals for both cars. If there were differences in the kits it may have been done with additional parts within the kits.

The only differences in the two kits besides the decals are the tire ramps(the aero pieces in front of the rear tires)They are a completely different shape.(wish I would have made a mold the ones from the 99 kit like I did from the 98 kit). I reviewed the instructions from both kits and even they are the same except the first and last two pages. The 99 kits instructions shows a picture of the tire ramps as the same as the 98 but the actual parts are different. Both kits even came with the headrest piece . If you need a copy of the instructions just let me know.

If I remember right (questionable!) there is also a slight difference in the shape of the base plate, at the points that form the bottom of the intakes. I think I found that when I tried to figure a way to cast a '99 to make another '98, with an eye toward the Indy display. I only ever got one '98 kit. I will have to go compare the two again!

One final Etzel 98/99 question. To do Kenny's '99 winner, you need the decal sheets from both the Etzel '98 kit and '99 kit, correct?

Jordan The kit should come with both decals the 98 sheet and the update sheet The only other differences in the kits is the rear wheel kick ups are different and the 99 kit comes with an on-board cam

Here's a quick summary of the differences in the 98 and 99 Dallaras:(at least those we have identified thus far)
The 99 Dallara has a larger airbox/inlet above the driver's head. The opening is both wider and taller than the 98.
The 99 radiator inlets are smaller. The front of the 99 undertray slopes upward more, resulting in smaller radiator inlet openings.
The kickups in front of the rear wheels are different. There is one style for the 98, and there are two different styles for the 99 car. At least there are two different sets of masters. I assume Chris included both in the kits.
Both kits include the head collar, but not all the teams used them. In 98 Cheever used the collar, while Kenny Brack did not. You will have to research a particular car as it ran in 98 or 99 to determine if that driver used the collar.
Yes, the 99 kit does come with the on-board camera.
As Jordon said, the 98 decal sheet will do the Cheever and Brack cars for that year. The 99 kit requires and includes both decal sheets to do Brack's winning 1999 car.

These kits are so much fun to build! They are so well engineered that they really don't take long to build. For anyone that doesn't build resin kits because they think they are scary or too hard, you're WRONG! The Etzel kits are easier than a lot of plastic kits IMO.
