What exactly for a file is it? Extension .vector? Or do you just know, that it's a generic vector graphics file?
It depends on the file format, Inkscape (free) or Adobe Illustrator can open many formats, if you just want to look at it a viewer like XnView or sometimes even just Acrobat viewer can also display some formats.

Hi Terry, You first need to unzip the file. You can do that with WinZip or any of several unzipping programs that are available. The term "Vector" refers to the type of graphic in the file. The file extension could be .AI for Adobe Illustrator or .SVG for more generic vectors. Once you've unzipped the files, you can open them with a free application called "GIMP." You may also be able to open the files (to read only) with Adobe Reader, which is also free. Hope this helps. If not, feel free to contact me offline.
