I don't think an engine manufacturer should be able to veto a driver, but I suppose money runs everything.
That being said, my guess would be Arrow McLaren SP.

It's official, HONDA'S GONE WAY TOO FAR HOLDING A RIDICULOUSLY SMALL GRUDGE. They really need to (singing like Elsa from FROZEN) LET IT GO, LET IT GO, and just let Fernando Alonso drive for Andretti in a Honda-powered Indycar

Whilst one man does not maketh an event or championship, Alonso going to do Indy drew a massive amount of attention from Europe and much of the rest of the world.
His inclusion benefits the IMS, the series, the team, the sponsors AND the engine manufacturer.
Seems the bruises Honda took in F1 from him are still a bit tender. Short sighted to say the least.

I think it would have been smart for Honda to allow Alonso to try to win Indy in an H powered machine. It would be nice to see that step towards moving on.
That said, Brown and Alonso did a lot of their criticism of Honda's F1 project publicly and not in a constructive way. Given the culture of where their corporate world headquarters is location, it has to be much worse for them than how we view it from the "west." A lot of us were taught as youngsters that there are consequences for our words. Seems like both men are feeling the impact of their words by not having Honda options in IndyCar in 2020.
I have no ill will towards any party. This does makes for interesting off-season news. Now Andretti has a seat that is being prepared for the 500 and a long list of suitors is lining up at AA. Who would be able to give Fast Freddy a good Chevy seat since it seems Penske and Carpenter are full for the big race?
