So I have a lacquer to apply on resin. Can I spray it over Tamiya primer? Thanks

I've sprayed MCW Automotive lacquers over Tamiya fine surface primer with no problems.

Quick answer, yes.
Long answer, I've never had a problem with any hobby lacquer over Tamiya lacquer primer. I've shot MCW, Splash, Zero, and Gravity paints over Tamiya primer. However, your milage may vary. You can always test on a scrap part or a plastic spoon.

Tamiya lacquer primer is pretty tough stuff. I needed to strip the paint off of a body that had been primered with Tamiya lacquer primer. After letting it soak in oven cleaner for nearly a year, the primer would not come off. It took repeated soakings in brake fluid followed by vigorous scrubbings with old toothbrushes to finally get it off.
